Dear Ambassador Kvien,
The recent events in the Russian Federation once again showed how vulnerable and fragile the security of Artsakh is. The so-called “Russian Peacekeepers” not only do not fulfill the commitments undertaken by their state, but also they can leave Artsakh at any moment due to Russia’s internal instability.
The National-Democratic Alliance has always found and still finds that any peacekeeping activity in Artsakh should be international and multinational in content and should not be based on what favors the Aliyev regime, rather on the stable foundation of international law.
In this regard, the National-Democratic Alliance welcomes the idea voiced during the hearings of the United States Congress on June 21 of this year, which the United Nations Assembly’s adopted principle of the “Responsibility to Protect” resolution of 2005 can serve as a basis for peacekeeping activities in Artsakh. This principle has found its complete, comprehensive and legal embodiment in the UN document A/RES/60/1, of October 24, 2005.
This document obliges the international community to take effective steps to prevent the following four crimes: genocide, war crimes, crimes against humanity and ethnic cleansing, as well as failure of individual countries to prevent them. Considering that the Armenian population of Artsakh is on the verge of genocide, there are many documented cases of war crimes, crimes against humanity and ethnic cleansing, which experts and congressmen officially testified many times during the aforementioned hearings of the US Congress, the National-Democratic Alliance appeals to the United States of America, France and all interested countries to carry out appropriate actions, that is, to form and deploy international peacekeeping forces in Artsakh and the region within the framework of the principle of responsibility to protect.
At the same time, the National-Democratic Alliance appeals to the citizens of the Republic of Armenia and local authorities of Artsakh to show their will by all possible means, to appeal to the U.S.A., France and all interested countries and request the implementation of the principle of Responsibility to Protect in Artsakh.
