Col. (ret.) Jirayr Sefilian<\/strong><\/p><p>Jirayr Sefilian was born in 1967 in Beirut, Lebanon, where he attended \u201cGevorg Chatalbashyan\u201d<br \/>Armenian college.<\/p><p><strong>Professional Experience<\/strong><\/p><ul><li>1983-90, Participated in the Lebanese Civil War as part of self-defense units of the Armenian districts of Beirut; an active member of the Armenian Revolutionary Federation (ARF-Dashnaktsutyun).<\/li><li>1990, Moved to Armenia with his family to join the Nagorno-Karabakh movement and was active in the formation of ARF self-defense units across Armenia as a military instructor with battlefield experience.<\/li><li>1991, Appointed commander of a detachment; 1992 commander of a platoon; and<br \/>subsequently commander of a special \u201cShushi\u201d battalion, which gained prominence<br \/>as one of the most successful military units during the Karabakh War and was famed for conducting several very difficult military operations with minimal casualties.<\/li><li>1997, Appointed Deputy Commander of the Martakert Division. From 1997-98, served as the Brigade Commander (of the 6 th defense district) of the NKR Defense Army.<\/li><\/ul><p>Sefilian was awarded the<strong>\u00a0Combat Cross (First-Degree)<\/strong>\u00a0and held the rank of Lieutenant-Colonel.<\/p><p><strong>Political Activism<\/strong><\/p><p>In 1998, citing corruption in the army and policy disagreements with the leadership, Sefilian\u00a0resigned from the military. A staunch critic of policies pursued by the authorities, in 2001, he\u00a0founded the &#8220;Protection of Liberated Territories&#8221; NGO and launched a project for the resettlement\u00a0of the wider Artsakh (including the seven liberated districts).<\/p><p>As a former commander and a harsh critic of the Russian-supported corrupt successive regimes of\u00a0Armenia, Sefilian has been repeatedly arrested on politically motivated charges.\u00a01In 2008, after his release from prison, he founded \u201cMiatsum\u201d (\u201cUnification\u201d) national initiative,\u00a0which was promoting the idea of re-unification of Artsakh with the Republic of Armenia proper (instead of independence for Artsakh, a policy line erroneously pursued by the successive Russian\u00a0puppet administrations in Armenia). Other notable engagements include:<\/p><ul><li>2009, Co-founder and managing member of \u201cSardarapat\u201d movement.<\/li><li>2012-14, Managing member of the \u201cPre-Parliament\u201d political initiative.<\/li><li>2015-16, A leading member of the &#8220;New Armenia Public Salvation Front&#8221; political initiative; led the &#8220;United Opposition Headquarters&#8221; created by the same initiative.<\/li><li>2015-18, A managing member of the \u201cFounding Parliament\u201d political initiative.<\/li><\/ul><p>In 2016, in the aftermath of the \u201c4-Day War\u201d in Artsakh, in a major embarrassment for the ruling\u00a0regime, Sefilian publicly revealed that the Armenian territorial losses in Artsakh amounted to\u00a0around 800 hectares (and not a \u201cfew hundred meters\u201d as claimed by the regime). On July 20, 2016,\u00a0in response to his statement he was arrested and imprisoned for over 2 years.<\/p><p>In summer of 2018, after being released from prison, Sefilian co-founded the \u201cSasna Tsrer\u201d\u00a0(\u201cDaredevil of Sassoon\u201d) pan-Armenian political party (named after a medieval Armenian epic\u00a0poem, in which the inhabitants of the region of Sassoon rebelled against the Arab invaders).<\/p><p>A 2018\u00a0<a href=\"https:\/\/www.washingtonpost.com\/blogs\/post-partisan\/wp\/2018\/05\/02\/armenia-escapes-its-post-soviet-malaise\/\"><strong>Washington Post Opinion Editorial (by David Ignatius) stated:<\/strong><\/a>\u00a0\u201cSefilian would be a\u00a0candidate for defense minister if Pashinyan succeeds in forming a new government, though his\u00a0 strong pro-Western sympathies might antagonize Moscow.\u201d<\/p><p>In 2020, Sefilian became a founding member of the National-Democratic Alliance movement and in\u00a02021 co-founded and Board member of the National-Democratic Alliance party.<\/p><p>Lt. Col. Sefilian is a dual Lebanese-Armenian national. Papian founded Modus\u00a0Vivendi think tank, one of the objectives of which was to conduct research on the U.S. President\u00a0Woodrow Wilson\u2019s Arbitral Award and its implications for Armenia\u2019s foreign policy.<\/p><p>He has pushed for Armenia\u2019s de-colonization and real independence from Russia and a shift\u00a0towards the West and is one of the leading advocated of the need for Armenia to become a Major\u00a0non-NATO Ally of the United States.<\/p><p>Ambassador Papian is well-known across Armenia and the Diaspora and maintains an active public\u00a0profile, with thousands of media appearances\/interviews over the years. He is widely considered\u00a0as one of the the top experts in Armenia on International Law and all Treaties concerning Armenia\u00a0and the region.<\/p><p>In 2020, Ara Papian became a founding member of the National-Democratic Alliance movement\u00a0and in 2021 a Board Member of the National-Democratic Alliance political party.<\/p><p>Amb. Papian is a dual Canadian-Armenian national with residences in Yerevan and Ottawa. Although, in the aftermath of the so-called \u201cvelvet revolution\u201d he was\u00a0released from prison, he remained one of the harshest critics of current Prime Minister Nikol\u00a0Pashinyan and has subsequently been persecuted by the Pashinyan regime.<\/p><p>Col.
