The National Democratic Alliance (NDA) applauds Congressman Darrell Issa (R-CA) for submitting official written questions for the record about NDA (enclosed below) to James O’Brien, Assistant Secretary of State for European and Eurasian Affairs, in the aftermath of the November 15, 2023 Congressional hearing on Artsakh. Congressman Issa has served in the US Congress for over two decades and is a senior member of the House Foreign Affairs Committee. His questions about NDA are unprecedented and historic: it is very rare for a congressman to highlight a political party in a foreign country to the U.S. Administration. This is the first time that an Armenian political party is officially brought to the attention of the U.S. Administration by a member of Congress, requiring a formal reply from the State Department.

In recent years, especially in the aftermath of the 2020 Nagorno-Karabakh war and the complete failure of the so-called ‘Russian peacekeepers’ to protect Nagorno-Karabakh, the popularity of Russia amongst the Armenian population has declined significantly. As a result, there has been a significant proliferation of pro-Western political parties in Armenia, the largest being the National Democratic Alliance of Armenia (NDA).
• Can you clarify what the Administration’s official policy is towards pro-Western political opposition parties in Armenia, such as NDA?
• What role do you see pro-Western political parties playing in helping Armenia move towards the West?
