STATEMENT on the so-called “Peace Agreement”

According to the statement of the Ministry of Foreign Affairs of the Republic of Armenia, the Agreement “On the Establishment of Peace and Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan” is ready for signing. Any peace agreement between countries can only be valued if there is an appropriate military-political balance, which is currently lacking.


It is evident that the so-called “Peace Agreement”, to be signed against the backdrop of ongoing hostility incited by Azerbaijan towards Armenia, the presence of Armenian war prisoners in Azerbaijan, and the military occupation of Armenian territory – coupled with military preparations – is not worth the paper on which it will be signed. This is particularly true given the confusion surrounding international law and world order at present.


The document has been prepared for signing behind closed doors, with the exact text kept secret from the public. The Azerbaijani side’s demand for additional constitutional amendments imposed on Armenia is enough to characterize this document as unconstitutional. It denies the claims of Artsakh, contradicts Armenia’s security, and is being used as a psychological weapon against the Armenian people.


It is already known that according to this “agreement”, Armenia, as a subject of international law that is under aggression, is renouncing its responsibility for the suffering of the Armenian people. It is also giving up the right to hold Azerbaijan legally accountable for atrocities, genocide, and extermination. Furthermore, Armenia is voluntarily relinquishing mechanisms that could deter sovereignty, such as international lawsuits and the deployment of third-party forces along the border, including the justified presence of the EU observer mission.


This is not a document signed by two equal parties, but rather a commitment to surrender, leading to integration of Armenia into Turkish-Azeri world, otherwise known as Turan. It is a renunciation of national identity and sovereignty, and a surrender dictated by ongoing military threats by Azerbaijan and resulting in Armenia’s unilateral concessions. The only way to overcome this situation is through a broad resistance movement, which will seek to bring about a change of power and establish a new government of national accord.


We demand that the collaborationist government of Nikol Pashinyan immediately publish the final agreed version of the so-called “peace agreement”.
The National Democratic Alliance, remaining faithful to its principles, is ready for immediate dialogue with all forces that share the understanding of this existential danger, and are willing to unite in such a resistance movement.
